VINTAGE WEB STERLING SILVER & MOP BABY TEETHING RING AND RATTLE KEEPSAKE

Vintage in original box WEB sterling silver and Mother of Pearl baby teething ring and rattle keepsake...the MOP ring measures 2 1/2" across. Hallmarked on silver piece WEB Sterling. I am a bit confused how it is set on the ring as it is the silver bell can only sit inside the ring it can not hang down ? There are scuff marks on the silver piece. It still makes a great baby keepsake.
